Event Procedures and Principles

Within the scope of the Cultural Activities Program of EXPO 2023 Kahramanmaraş Organization Urban Best Practice Area – UBPA event will be held together with the International Association of Horticultural Producers (AIPH) to be exhibited within Expo 2023 Kahramanmaraş between the dates of 23 April – 31 October.

Urban Best Practices (UBPA) will be a new showcase for participating cities and organizations to exhibit their theme-related projects developed within the framework of the innovative practice environment.

Physical and non-physical objects will be used in projects that will increase the quality of urban life and will serve as a platform where urban development experiences are shared.

The procedures and principles regarding the Urban Best Practices (UBPA), which will be announced by EXPO 2023 Kahramanmaraş with an invitation letter, are arranged as follows.

1.Terms of Participation
1.1.    Main Theme and Themes
Candidate projects that want to participate in the Urban Best Practices (UBPA) event will be related to EXPO 2023 Kahramanmaraş main and sub-themes and exhibition concepts.

Theme
Nature-Friendly City and Sensitivity
One of the major problems of the 21st century is the global spread of urbanization. With the increasing population and the opening of natural areas, the rapid consumption of natural resources and completely human and production-oriented space design threaten the future of our planet. In this perspective, while the expression “Nature-Friendly City” draws attention to the new shape that global urbanization should take, the word “sensitivity” emphasizes the necessity of people’s interest in nature and natural life.

Sub-Themes
1.1.1.    Nature Based Education for Children
The first principle of protecting the environment and ecological balance is to create a nature-based education for children. The future of our lonely and beautiful planet depends on prioritizing nature-based education.

1.1.2.   Biophilic Design of Urban Transformation:
In Latin, the
word “bio” means “life” and “biophilia” means “love of life”. “Biophilic Design” is an innovative way to design the spaces we live and work in. Its distinguishing feature is to give the main priority to nature.

1.1.3.   Urban Horticulture and Local Food:
The geographical location of Kahramanmaraş makes it the center of “Turkish Cuisine”. The unique and rich heritage of national and local cuisine will be reassessed in the context of the latest global trend, urban horticulture.

1.1.4.   Greener, Healthier, Happier:
Green environment means
more sporting activities and more peace of mind. More sports and more peaceful people mean a happier society and city.
All research confirms this cycle. If we know the right answer, shouldn’t we change our understanding of urbanism?

1.1.5.   Wisdom of Simplicity:
Increasing consumption of Earth’s
limited resources, climate-changing global warming, ever-expanding urbanization, and global intelligence that exists
only in the present and is consuming the legacy of the past and future. Could this be the wisdom of simplicity stated
by all the great religions for the struggle of the mind?
1.2.Event Stages
1st Stage
Collection of Candidate Projects. (1 July 2021 – 01 March 2022)


2nd Stage
Evaluation of the Projects by the “Participation Committee” and their presentation to the “Evaluation and Selection Committee”.

3rd Stage
Identification of the participants by the “Evaluation and Selection Committee” (1 -15 April 2022)

4th Stage

Sending an invitation letter by the Expo 2023 Kahramanmaraş Organization to the Projects determined by the “Evaluation and Selection Committee”. (15-30 April)

5th Stage
Submission of attendance plans by participants. (1 June 2022)


6th Stage
Technical negotiations on the conditions of participation with the Expo 2023 Kahramanmaraş Organization. (15 June-15 August 2022)


7th Stage
Sending participation confirmations. (1 September 2022)


8th Stage
Signing the Participation Agreement and subjecting it to the relevant procedures.


9th Stage
Exhibition Period&(23 April 2023 – 31 October 2023)

Urban Best Practices (UBPA) key participants:

  • Cities,
  • Cities’ providing compliance and the following which can exhibit projects under their names;
  • Formal and Informal International Organizations o Private Institutes

Associations

Candidates who want to participate in the Urban Best Practices (UBPA) event must be a member of the relevant

institutions or organizations.

  • Research Institutes
  • Government Institutions, Ministries
  • Municipalities
  • Non-Governmental Organizations
  • Universities
  • Primary and Secondary Education Institutions
  • Private Companies
  • Self-employed Entrepreneurs

1.3.1.   Submission Date of Candidate Projects

Candidates should send their projects to the address below between 1 July 2021 and 01 March 2022,

After the projects are mailed, the participants are required to send the project files electronically to UBPA@Expo2023.org as an information mail.

1.3.2.   Submission Format of Candidate Projects

Candidate projects will be presented in an A3 size spiral bound booklet and will not exceed 15 ~ 20 pages. Booklet
will include:

  • Cover Page,
  • A text introducing the project (Purpose, scope, expected benefits, etc.),
  • Project visuals.
  • In addition, the content of the booklet will be presented as a Power Point (.ppt format) presentation and will be
    presented separately as an external hard drive or CD/DVD.

Expo 2023 Kahramanmaraş Organization has the right to reject candidate projects that do not comply with the participation conditions without any feedback.

  1. Participation and Evaluation

2.1. Participation Committee

The Urban Best Practices (UBPA) Participation Committee consists of the following experts,

  • At least 1 expert from Relevant Non-Governmental Organizations, Institutes and Universities
  • At least 1 expert from Private Sector Representatives
  • At least 1 expert assigned by Onikisubat Municipality, responsible for Expo2023 Kahramanmaraş Organization

The Participation Committee examines the compliance of the projects received with the participation procedures and forwards the projects deemed suitable to the “Evaluation and Selection Committee”.

 

2.2. Evaluation and Selection Committee

The Urban Best Practices (UBPA) Evaluation and Selection Committee consists of the following experts:

  • At least 2 experts appointed by the International Horticultural Producers Association (AIPH)
  • At least 3 experts from relevant NGOs, Institutes and Universities
  • At least 2 experts from Private Sector Representatives
  • At least 2 Experts assigned by Onikisubat Municipality responsible for Expo2023 Kahramanmaraş Organization

The Evaluation and Selection Committee will examine the projects submitted to it by the “Participation Committee”
until 1 April 2022 and will notify the selected projects to the Expo
2023 Kahramanmaraş Organization.

2.3. Evaluation Criteria

The Evaluation and Selection Committee evaluates the projects according to the following criteria.

Content: It should be related to the main and sub-themes.

Innovativeness: Projects must be innovative in concept, organizational and technology.

Value: Projects must be of productive and exemplary value that can inspire global and regional fields.

Concreteness: Projects must be prepared with a feasible strategy that is suitable for time and physical conditions.

Intelligibility: Projects should appeal to all segments, and should be as far away from heavy and scientific
expression as possible.

Presentability: Projects must be exhibited and visualized in the EXPO 2023 Kahramanmaraş area within the framework of
the determined criteria.

Sustainability.

  1. Participatory Projects

Projects approved and selected by the Evaluation and Selection Committee are submitted to EXPO 2023 Kahramanmaraş Organization for approval.

3.1. Invitation Letter

After the approval of the Expo 2023 Kahramanmaraş Organization, an Invitation Letter is sent to the participating institutions by the Expo 2023 Kahramanmaraş Organization until 15 April 2022 at the latest.

3.2. Detailed Plan

After receiving the Invitation Letter, the participants submit their completed detailed plans to the Expo 2023 Organization by 1 June 2022 at the latest. After the conformity of the detailed plans with the participation and technical conditions is approved by the EXPO 2023 Kahramanmaraş organization, the participants
are confirmed until 1 September 2022 at the latest.

3.3. Participation Agreement

A “Participation Agreement” is signed between the participants and EXPO 2023 Kahramanmaraş Organization.

3.4. Exhibition Layout

According to the categories to be determined by the Selection Committee, the Urban Best Practices (UBPA) Area is divided according to these categories and the exhibition layout is provided.

3.5. Exhibition of Projects

In the Urban Best Practices (UBPA) area, one or more of the following should be used to showcase projects:

  • Models,
  • Multi-media techniques
  • Participants events
  • Experimental effectiveness studies methods.

3.6. Exhibition Area

Participants will perform exhibitions in EXPO 2023 Kahramanmaraş Exhibition Area, in places deemed appropriate by EXPO 2023 Kahramanmaraş and within the framework of the rules determined by the Administration.
